Usually depends on when the player is online, how much they need it and whether you need him or not.
Some folks at my level tend to send in higher offers as soon as I reject theirs.
Have gone from 1->15 tokens for players they would really like.
There have also been instances when there are no 2nd bids and players move up a star.

I also tend to negotiate and put what Id like for the player +2-3 tokens to reduce later.
If the player has an SA or is a sureshot FT, dont let em go cheap
