Seriously, can we not have visible min negotiations values set by the seller already? These 0T offers are so annoying, allow the seller to set a visible min price with a instant max buyout price. Boom, problem solved.

I always used to offer 3T plus cash to a team 1 or 2 levels higher than me for a player on the old format, but on the new one I can't see the level of the club that I'm buying the player from, which is frustrating as most clubs at the same level as me won't sell

Level means nothing in Negotiations, why do you need to see it?
Most players of your level don't sell? Why? I don't see any objective reasons.

I like to see the level because if I see a 5* player from a team 2 levels higher, for them he is only a 3* player, so they are more likely to sell him

I understand what you mean.
Negotiate with higher level managers have higher chance to get the players .Sometime they just keep the player for nothing, an incoming offer will motivate them to sell.
I faced that problem too, my solution is to check the player stats, if they don't play on current season, I have higher chance to buy him.
One more tip, add friend to couple managers on higher level when you see them on Cup or Champion League, then you can check out their squads and their league opponent squads for good player.
