Few seasons ago I tried a young MC who took many worthless shots in the few matches before he was sold. If you believe Khris's idea that some players have internal programming to shoot, or hold the ball, or tackle too hard more often than others, then it could be that those players are taking many bad shots, either off target, or easily stopped. Like if you panic and play hard attack, up arrows for everyone, you might get more shots, not more goals.

It can be mentality, or arrows to the wrong player, or wrong pressing, or....

Good real world defence will try to force or corral the play into a certain area of the field, like allowing many crosses into a crowded box while preventing a fast counter through the middle.

I sometimes check the Mourinho team, and you can notice many players have shooting or finishing near 100. Maybe it means nothing, or maybe it means that any player you expect to shoot the ball, regardless of position, needs the right skill balance. And that might not mean only shooting 200...
