What does this mean? Only same level?

F.E. a FA member has 85%, his groupopponents: 132%, 118% and 104%. All of them are one level higher, he lost first games 5:1 and 6:2 and 3:0. There's also nearly no chance to go to NM-League... this isn't funny and fair.
It's hard enough at CL on the same level, but a level higher and that differences...
