that would be impossible.
They had to hire some hundred employs and put them searching all the teams - lol
and then what ? I don't think that the program is able to reduce the q of the players.
Only "punishment" I 've seen is to ban a team (permanently or for a period) or take his sources/stock (which in most of the cases doesn't exist).
But they didn't do anything "illegal".
So we just have to wait few months till those 8*-9*-10* teams get back to normal

Just remove the loan option, which is honestly purely cosmetic and pretty much useless.
