IT SEEMS THAT THINGS HAVE CHANGED AND NOW A PLAYER WITH 19,39,59,79,99,119, ... QUALITY IS IN NEGOTIATIONS LIST WITHOUT THE DETAILS WE ARE TALKING IN THE FOLLOWING POSTS.
AS THE MATTER OF FACT, IT IS POSSIBLE TO GET AN OFFER FOR A PLAYER OF 98 OR 97 QUALITY.

With the new update, many managers complain because their players in negotiation list moved in the next star and now they are in the beginning of the next level.
This is happening because there is a different calculation in stars and quality now.
It's the the sum of the three categories divided by 3 and making round number if it's above 0,5.
