60% wow that is too much imo, they need a system that recognise a mutant team. This is too generic beacuse also legit players will suffer due to that.
Regarding the question: in all this matches you can always see 1 or 2 players playing under their capacity so maybe is the game telling that " Hey your best player can't play like you want everytime , nobody is perfect so if he is playing bad sub him" and of course if you didn't he will keep miss goals. This happened to me time ago, i had a 6 star st with a very bad rating and was losing 1-0, 2nd half i subbed him for a young 5 star st and he score 3 goals for a 3-1 win (that player will become my all time best scorer ^^ ), majority of manager will not sub their best player for lower % but maybe is a game challenge, or trigger.
